77 how to replace power steering belt?

I have a 1977 REVCON motorhome with the Toronado 403 engine/drivetrain. I am trying to replace 3 belts: alternator, power steering, and AC compressor. The power steering pulley has 3 large holes in it which I assume are for a socket wrench to go through and access the bolt that allows the pump to be moved to adjust tension however the holes do not align up with the bolt. Am I missing something in this process? Any help would be appreciated. Thank you.
