I have been contemplating redoing the seats in my 68. I did successfully convert my 68 to floor shifter and buckets about 4 years ago. You are correct when you mention that you need everything. Some of the Toro parts are very unique and rare. The job isn't that difficult though if you have everything and can weld)
The 68 donor car I found was missing the bucket seats and shifter cable).
I found bucket seats out of a 66 Riv (they have the proper tracks as has been mentioned). I then located a four way power set - up with controls on the seat.
I used the seat backs from my 68 Strato bench (i did have to change a the inside seat bracket though) I believe I had to cut them off (brackets from both set of set backs) with a cut of wheel. I then welded the brackets from the 66 seat backs to the 68 seat backs. My seat backs were in good shape and did not need to be redone (some one had already recovered the front seat..although not 100% fabric to back seat..pretty close though).
An Auto glass guy that owed my a favour the took my bench seat and used it to cover the bucket seat bottoms. I was fortunate that my seats were/are mostly black vinyl. He used new black vinyl on the sides and used the old existing bench cover for the pattern portion. Worked out great and inexpensive.
However I am not crazy about the vinyl/cloth combo that the car came with. I would prefer all vinyl and thought the embossed pattern looks pretty darn cool.
