German imported -66 headlight problem

....sold to my friend here in Sweden resently.
So far there is not much we know of the car - it was juts started for the first time today.
Right hand headlight was not fully closed.
When I used my handpump to pull vacuum directly of the clock on top of the canister behind the headlight - it closed.
Me and my hubby are home working mechanics whom have NO knolage of these old American cars!! But we are the only ones near the owner - so we are stuck on trying to fix it - what ever will come up.
So - I would like to know couple of questions:
- Where would be the best place to find a or all the Service manuals for this car? (I know where I can purchase service manuals to all the newer cars - but these ancient cars , Im clueless)
- How fast should the headlight close/open? The left is operating - but it takes ca 20 seconds, if not more, for it to both go up and close. Is that normal?
- There are meny vacuum lines - some are not attached.
Ill attach some pics if someone would be kind and try explane if something important is missing.
The car was purhaged unseen, unheard. No rear lights are working. The fuse holders are rusty (see pics).
