Here is a schematic of the balance valve. Essentially 67-68 were the same (different part numbers). If you go through your brake system, you need to go through and clean these out. THe spring is highly compressed, so you have to have the right tools.
I have a 1968 Balance Valve that has been completely gone through with mounting clip for sale if anyone is interested.

You'd go through it and clean it. You'll have to drill the hole for the bracket that goes on the frame (actually 2 holes I think since one is a tab that keeps the unit from moving).
The owner of the shop restoring my car drew up the diagram, and he said to share with everyone.
