R i g h t ...... the (Front wheel Drive) plate has been added by someone in the past ....... however I'll go you one better this is a very early 70. The question is, can anyone state the reason for this, its visual and very obvious I can also tell you just about when it ended.

Though the parts book seem to use one number for a given wheel chrome /black /argent what have you, I have been seeing both welded and riveted across all four years 67-70 of disc wheel use.
I would lean towards the two different styles as being somewhat a function of capacity. Motor wheel was doing much if not all of GM wheels, depending on any number of factors, one of which would be the need for additional Toro wheels, a second line could have been employed or even out sourced to fill the part void. Which style is less expensive/easier to build don't know though cost as well could have been the driver.

My 1956 Cadillac has both welded wheels and riveted wheels. My guess is that there were two suppliers or a single supplier with two production facilities that built them differently. Of course the only time you can see the difference is when they're off the car.

I should point out that the welded wheels came with the car and the riveted ones were purchased later. They were removed from someone else's '56 Cad when the owner put custom wheels on it.

Now tell us how you know that '70 is an early production car.
