The two spring are a security. Those are design to push back the accelerator when you remove your feet from the pedal. Original design have only one of these, but if it happened to brake, you car will keep accelerating without any possibility to lower it down. More recent car must have two springs. ...

On the first picture, yours seems to be connected to the transmission modulator line. This is the answer that I got from a Facebook group : Tim Hubler You're all wrong. Hi, I need you help, I'm trying to figure out where every vacuum line goes. My Toro have just a heater and no AC, no K19 either. From what I saw on the book, I would say Dashpot on the red, the blue that is going to the transmission goes to the green but I have a tee here. So does the vacuum advance...

The problem with a T is that the control actuators will always be working and not go in lock position. It nay not be a problem if the car stand still but when on the road, the bumps and movement of the car may make your headlights to move up and down.
