Terra, the dual whitewalls were used on 1965 and 1966 Eldorados. (It's hard to tell there are two stripes in this picture unless you blow it up) Diamondback Tire makes will make them for you in any size you want on any radial tire you want. I don't think you'll need a separate proportioning valve. Use a mc and booster from a 1969 Toro. The same two parts were used on disc brake cars and drum brake cars.
