I had a similar problem once with a 76 Seville. The actuators in the dash work by vacuum. Took me a long, long time to figure everything out. You might have to check the actuators, and also check if you do get vacuum to them.

Wasnt there something about 66 that was very different from 67 on ? The shafts? Bearings?

A 72 Toronado just showed up at the Atlanta South Pull a Part. Bit far for me, but someone might want to go have a look.

For around $300 you can probably replace the whole brake system. New or rebuilt caliper and booster. Shoes, springs, cylinders on all wheels. Might still have drums, but will work much better.
