The relay for the power windows should be located here.......drivers side kick panel (from the Fisher Body Manual):
I have also highlighted the relay in the attached wiring diagram from the CSM.

So I went ahead and purchased the Detroit Iron digital manual collection on USB stick. It has all the correct Toronado sections in place. I would consider the quality of the manual to be just ok. Well, I'm not too sure of the differences other than what I can see in the parts catalog (see my attached photos from my 1971 parts catalog). It looks like the 66's and the early 67's used the same design which has a round inner flange. This is referred to as the "1st type". Later, in 67, ...

I understand you have a 67'? From what I understand, most 67's have a different style CV axle than the 66's. I really don't know the difference but there's definitely something different between them.
